The starting point of the deadline is decisive. At Nomini the clock explicitly only runs from complete submission; if a document is missing or a photo is blurred, the start is pushed back. Why the check happens: anti-money-laundering rules

The check is not a whim of individual operators but follows anti-money-laundering rules. In Austria, § 31c GSpG obliges licence holders to identify and assess the risks of money laundering and terrorist financing under § 4 FM-GwG. For electronic lotteries where the risk is not low, § 31c para. 3 GSpG refers to the identification under § 6 para. 1 no. 1 FM-GwG.

This provision covers establishing the customer’s identity and verifying it on the basis of documents or independent data.
